The Americans with Disabilities Act (ADA) was signed into law by President George Bush on July 26, 1990, opening up services and employment opportunities to some 49 million Americans with disabilities. Despite that step forward, however, societal and physical barriers remain - and no more so than for people who are Deaf or Hard of Hearing.
That difficulty is compounded by the fact that until recently there were neither professional standards for interpreters, nor legal framework to govern the profession. In July of 1997, legislation was passed requiring all interpreters for the state of Missouri to be certified and licensed by the year 2003. The Missouri Commission for the Deaf categorized assignments based on the severity of the situation, and proposed minimum certification requirements for interpreters who accept these assignments.
Significant barriers to accessibility to people who are Deaf can be eliminated with the aid of professional sign language interpreters. With that goal in mind, DEAF Way was created as an entrepreneurial, for-profit division of Paraquad.
